Despite many recognized shortcomings, Rational Choice Theory remains the dominant perspective on decision-making in the literature on African conflict, whether overtly acknowledged or not. Prospect Theory, originally derived from the field of behavioural economics, can complement and advance this perspective not only by explaining the behaviour of actors, but also by allowing for predictions and the devising of strategies to avoid or end on-going conflicts based on a set of systematic biases that influence how actors make decisions.

Prospect theory is an alternative theory of choice under conditions of risk, and deviates from expected utility theory by positing that people evaluate choices with respect to gains and losses from a reference point. They tend to overweight losses with respect to comparable gains and engage in risk-averse behavior with respect to gains and risk-acceptant behavior with respect to losses. They also respond to probabilities in a non-linear manner. I begin with an overview of prospect theory and some of the evidence upon which it is based, and then consider some of the implications of the theory for American politics, international relations, and the law. I end with a brief discussion of some of the conceptual and methodological problems confronting the application of prospect theory to the study of politics. Prospect theory is a paradigm challenging the expected utility paradigm. One of the fundamental components of prospect theory is the S-shaped value function. The value function is mainly justified by experimental investigation of the certainty equivalents of prospects confined either to the negative or to the positive domain, but not of mixed prospects, which characterize most actual investments. We find support for the Markowitz utility function, which is a reversed S-shaped function—exactly the opposite of the prospect theory value function.

After emphasizing the ambiguous position of political psychology in the international relations field, this chapter examines some general conceptual issues confronting the application of psychological variables to the study of foreign policy and international relations. It then summarizes the evolution of efforts by both social psychologists and political scientists, beginning in the s, to use psychological models to explain international behavior. Next the chapter turns to a more detailed discussion of particular research traditions on judgment and decision-making in the international relations field. These include longstanding research programs on historical learning and on prospect theory, and more recent developments such as the Rubicon model of war, poliheuristic theory, and theories of time horizons, discounting, and temporal construal. It concludes with a brief discussion of some other areas of international relations that would benefit from greater attention to political psychology. Jack S. A half-decade after the first systematic applications of prospect theory to international relations, scholars continue to debate its potential utility as a theoretical framework. Key questions include the validity of the experimental findings themselves, their relevance for real-world international behavior that involves high-stakes decisions by collective actors in interactive settings, and the conceptual status of prospect theory with respect to rational choice. In this essay I assess theoretical and methodological debates over these issues. I review work in social psychology and experimental economics and conclude that challenges to the external validity of prospect theory-based hypotheses for international behavior are much more serious than challenges to their internal validity. I emphasize the similarities between prospect theory and expected-utility theory, argue that hypotheses regarding loss aversion and the reflection effect are easily subsumed within the latter, and that evidence of framing effects and nonlinear responses to probabilities are more problematic for the theory.
